Old woman has been throwing rubber gloves in my garden? ?

my neighbours are causing problems, they dump rubber gloves in my garden and their wheel chair has damaged my plants. I've spoken to their mother who claims she wears them to wash her handicapped children who live there. I've asked her to stop but she denys it's her although i've seen her do this. She also said that there is carbon monoxide being detected in their house, and she covers up the gas outlets on the cooker with rubber gloves. What should I do? I don't want them to be evicted but i'm fed up wiv this, and the huge amounts of black mould and fungus in their house.
