Blackish green jelly stuff on pear tree and ground?

There is a black green jelly substance on our pear tree, thought it was a fruit tree fungus but today found it on the ground where I have several lilies and other flowers planted. Does anyone have an idea? Oh and my pear tree is basically dead now, worried it will go into my garden.
