My climbing rose has a white fungus and lots of aphids.?

Hi. Has any one any ideas as to how to treat my rose as its been covered in a white fungus type growth and also lots of aphids so it doesn't look very healthy. All the flowers are falling off. Please help before its too late. UK pests and diseases only please.
