Subaru wrx problem not running properly?

my wrx hasnt been running right once you get past like 4000 revs it sounds weird not like it used to and goes alot slower than it did when it was going right. it runs fine when you just cruise but when you rev it it is slow and sometimes cuts out for a second or two. does anyone have an idea what this could be and how much it would cost? thanks.
